Sergeant Paul Shepherd began his career with the Odessa Police Department in June of 1980. In 1982 he was transferred to the Detective Division and subsequently to the Crimes Against Persons Unit. He then returned to Patrol Services Bureau in 1987 and developed the School Resource Officer Program.

He assisted in the development of the Drug Free Youth in Texas, Odessa Chapter, and served in an ex-officio capacity to the "Mayor's Drug and Crime Commission." Later, Sergeant Shepherd facilitated with development, and served as the first Director of the "Police Athletic League of Odessa, Texas." He has also served as a board member for the Permian Basin Regional Planning Commission.

Sergeant Shepherd was voted "City Employee of the Year" in 1993, and has received numerous departmental awards, including the Life Saving and Tactical Unit Award.

Sergeant Shepherd was a member of the Odessa Police Department's, "Special Weapons and Tactics Team" from 1982-1985. He is currently a member of the department's twelve person "Crisis Intervention Unit." He brings over fifteen years of experience as a negotiator to the board.

Sergeant Shepherd is currently assigned as the supervisor or the "Metro Homicide Unit" and the "Crimes Against Persons Unit" of the Criminal Investigation Bureau.
