Raul was born on April 1,1957 and raised in Baton Rouge, La. He attended Louisiana State University (LSU “Fighting Tigers”) and received a B.S. in Criminal Justice 1980. Raul was hired by Baton Rouge Police Department in September 1979 and after completing twelve week police academy worked patrol for three months. He was then hired by Dallas Police Department on March 10, 1980 and spent five years assigned to Central patrol division. Raul applied to the Dallas S.W.A.T. Division and was accepted on January 26, 1985. In his twenty-three years with S.W.A.T., he has responded to over 600 S.W.A.T. callouts serving as a slam-man, counter-sniperand tear gas man. He also served as the entry team leader from 1990-2001 on E-3 entry team. 
 
In 1992 Raul applied to become a hostage negotiatorand attended a 40 hour FBI basic hostage negotiation school in Longview, TX. Upon completion, he was assigned to the S.W.A.T. hostage negotiation team where he is currently the senior negotiator on his eight man negotiator team. Dallas S.W.A.T. uses the Los Angeles PD S.W.A.T. organization model where the negotiators are assigned as full-time S.W.A.T. team members. When his entry team (A-3) is not up for the primary assault team on a S.W.A.T. operation, he is utilized as a hostage negotiator. 
 
In May 1996 Raul completed a thirty hour training class for the Dallas Suicide and Crisis center. Upon completion of the training, he became a certified suicide and crisis counselor and has logged over one thousand hours at the center answering crisis phone calls. Raul is currently a crisis center instructor assisting the crisis center in training both civilian and police hostage negotiators from around the Dallas-Fort Worth (DFW) area. Each Dallas S.W.A.T. negotiator is required to become a crisis phone counselor as part of their monthly training requirements. He is currently serving his second two year term on the Texas Association of Hostage Negotiators (T.A.H.N.) www.tahn.org as the Vice-president of training in Region 1 which encompasses all of the DFW suburbs with over 300 members. Raul is responsible for putting on a 40 hour basic negotiation class, first responder, Suicide Crisis Intervention for hostage negotiators and any other class that his T.A.H.N. membership requests. In June 1999 he completed a 40 hour TCLEOSE instructors course which is required by the state of Texas to teach police related subjects.
